- 1½ cups (360 ml) boiling water

Step 1 – Prepare the Batter
- Preheat oven to 350°F (175°C). Lightly grease an 8×8-inch baking dish.
- In a medium bowl, whisk together flour, baking powder, salt, sugar, and cocoa powder.
- Stir in milk, melted butter, and vanilla extract until smooth and well combined.
- Spread the batter evenly into the prepared baking dish.
Step 2 – Add the Topping
- In a small bowl, mix together granulated sugar, brown sugar, and cocoa powder.
- Sprinkle this dry mixture evenly over the batter — do not stir.
